It says:<br /><br />A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.<br /><br />This seems to put the right to bear arms into the context of a "well regulated militia", not as a free for all. As a general rule, for example, if someone has serious personality disorder, you would not let them carry a gun in a "well ordered militia".
